Stepped approximation to a sinewave

It seems like the more appliances and people in the house the more subsceptible the DSL modem is to scrambling. My hypothesis is that this problem is due to voltage instability when powering on and off equipment. If I am correct the DSL modem is not getting a pure sinewave, which the computers can handle just fine. To test my theory I moved my modem from my Belkin UPS to my APC which I guess has the ability to step into an aproximate sinewave. So far the DSL modem has been scrambling less often but it has been reset once already within 24 hours after the switch. …perhaps a line conditioner that can give me a pure sinewave will help.
